Import regulations on the Latvian market
The business environment in Latvia is friendly to foreign companies. There is no control over imports, exports, or the use and conversion of foreign currencies. Government of Latvia has adopted a modern law, establishing intellectual property rights, patents, trademarks, bốc xếp hàng hóa and the means to enforce their rights protection.

Imported documents
Import documents in Latvia are governed by the laws of the European Union. Below is information about some commercial documents, to help businesses better understand the process of delivery and receipt of goods.
Commercial invoice
The commercial invoice shows the following:
– Total value of invoices and payments: The equivalent amount must be expressed in a freely convertible currency into Euro or other legal entities in Latvia.
– Payment terms (method and time of payment, discount …).
– Incoterm delivery conditions as appropriate.
– Means of transportation.
The commercial invoice must be prepared by the exporter in accordance with standard business practices, and must be submitted in the original along with at least one copy.
Generally, no signed invoices are required, but in practice, both the original and the copy of the commercial invoice are normally signed. Commercial invoices can be prepared in any language. However, there should be a translation of the commercial invoice into English.
Customs value declaration
A customs value declaration must be produced to the customs office if the value of imported goods exceeds 20,000 EUR.
A customs value declaration must be made in accordance with form DV1. This form must be presented with separate administrative documents (SAD). The main purpose of this requirement is to evaluate the value of transactions to determine customs value (taxable value).
The customs value corresponds to the value of the goods including all costs incurred, up to the first destination in the European Union. The usual method of setting customs values is to use transaction values.
In some cases the transaction value of imported goods may be adjusted, including additions or deductions.
Shipping documents
Depending on the means of transport used, the following documents must be completed and presented to the customs authorities of EU member states including: Bill of Lading (B / L), Road Bill of Lading (CMR), Air waybill (AWB), Rail waybill (CIM), ATA Carnet, TIR Carnet.
Goods inventory (P / L)
This is a list of inputs needed for customs clearance, accompanied by commercial invoices and transport documents. The inventory of goods usually includes the following information:
– Exporters, importers and transport companies.
– Release date.
– Number of freight invoice.
– Type of packaging (drum, carton, carton, box, carton, bag …).
– Number of packages, each package’s content (description of goods and number of items per package).
– Codes and numbers.
– Net weight, weight and measurement of packages.
Separate administrative documents
All goods imported into Latvia must be declared to the Latvian customs authority using a separate administrative document (SAD), as specified in the Customs Law.
The declaration must be made in one of the official EU languages, accepted by the Latvian customs authority where the procedure is carried out.
FCA – Delivered to transporters
This term can be used for any mode of transport, including multimodal transport.
“Carrier” means any person who, in a contract of carriage, commits to carry out or effectively transport activities by rail, road, sea, air or inland waterway. or a combination of such methods.
If the buyer instructs the seller to deliver the goods to a person, such as a transport company and not a “carrier”, the seller is deemed to have fulfilled his obligation to deliver the goods are in the guardianship of that person.
Items banned from import
Latvia banned the import of the following products: beer made from active substances, gelatin, poultry treated with anti-bacterial substances, meat products at risk.
Restricted import items
The following items are subject to import restrictions (ie, when a permit is required) into the EU (including Latvia):
